Max Eberl, the club’s sporting director, stated: “It was a very tough decision for Mo. It’s a shame that we’re losing a talent like him, but we have always managed to compensate for departures in the past.”
The 21-year-old was heavily linked with Liverpool, who also wanted him last summer, but Monchengladbach rejected the offer.
Mahmoud Dahoud joined Gladbach in 2010 from Düsseldorf’s youth setup and managed 76 appearances for Borussia Dortmund rivals, scoring seven goals and assisting 14.
Both clubs have reportedly agreed bargain £10.3million fee, as Dahoud was about to enter the final year of his contract.
